The Petitioner is before this court seeking for the following reliefs: a. Issue a writ order or direction in the nature of Mandamus to the Respondents to consider the application dated 07-03-2025, 11-03-2025 and 05-12- 2024 of the Petitioner for renewal of License to run and administer ULTRA SOUND SCANNING CENTER as sought in the application for renewal as produced as ANNEXURE-E1 to ANNEXURE-E3, forthwith, b. Issue a writ order or direction in the nature of Mandamus to the Respondents to periodically renew the applications for running and administering the ULTRA SOUND SCANNING CENTER in accordance with law, c. Pass such other orders/ directions considering the facts and circumstances of the case as this Honb'le Court may deem it appropriate in the interest of justice and equity. - 3 - HC-KAR NC: 2026:KHC:26951 WP No. 12892 of 2025 2. The applications submitted on 7.03.2025, 11.03.2025 and 5.12.2024 for renewal of licence of the petitioner have not been considered. In that background the petitioner is before this Court seeking for the abovesaid reliefs. 3. Whenever any application is made by a citizen to any authority for renewal of expired licence, the same is required to be considered, necessary orders passed within a reasonable period of time either accepting or rejecting the request made. 4. In the present case, the applications which have been filed for renewal of the licence in the month of March 2025, are pending consideration in June 2026, which period cannot be said to be reasonable. Since respondents have neither renewed the licence or rejected the same, I pass the following: ORDER i. The writ petition is allowed. Mandamus is issued directing respondents to consider the applications of the petitioner at Annexures-E1 to E3 within a period of four weeks from the date of receipt of copy of this order. - 4 - HC-KAR NC: 2026:KHC:26951 WP No. 12892 of 2025 ii. It is made clear that this Court has not expressed any opinion on the entitlement of the renewal sought for by the petitioner. iii.
