Gojen, learned counsel appeared for the petitioners and -2- WP(C) No. 262 of 2026 Contd…/- Mr. S. Chittaranjan, learned Addl. AG appeared on behalf of the respondents. [2] In view of the limited prayer made by the petitioners in the present writ petition and as agreed to by both the counsel appearing for the parties, the present writ petition is being disposed of at the Motion stage itself. [3] The present writ petition has been filed with the prayer for directing the respondents to allow the petitioners, relatives, friends and other well-wishers of the deceased persons to perform the ritual ceremony of Heikat Leikat Tamba (Floral Tribute) at the Memorial Tombs constructed on the hillock of Chingmeirong Cheiraoching at Thangmeiband, Imphal West, on 13-04-2026 between 06:00 AM to 04:00 PM. [4] The learned senior counsel appearing for the petitioners submitted that the present writ petition may be disposed of in terms of the earlier orders passed by this court in similar writ petitions. Mr. S. Chittaranjan, learned Addl. AG appearing for the respondents also fairly submitted that the present writ petition can be disposed of in terms of the earlier orders passed by this court in similar writ petitions. [5] After hearing the submissions advanced by the learned counsel appearing for the parties and after perusal of the records, the present writ petition is disposed of by directing the respondents to permit the petitioners, relatives, friends and other well-wishers of the deceased persons to enter into the Memorial Tombs constructed on the hillock of Chingmeirong Cheiraoching at Thangmeiband, Imphal -3- WP(C) No. 262 of 2026 Contd…/- West, to perform the ritual ceremony of Heikat Leikat Tamba (Floral Tribute), as has been done in the past, on 13-04-2026 between 06:00 AM to 04:00 PM of that day. [6] It is made clear that this order shall not preclude the State authorities to take appropriate steps towards maintenance of law and order in the area and subject to the requirements as stipulated in the order dated 07-04-2026 by the District Magistrate, Imphal West, issued under Section 163 of the BNSS 2023 in Cril. Misc. Case No. 5 of 2026. [7] With the aforesaid directions, the present writ petition is disposed of. [8] A copy of this order be furnished to both the counsel appearing for the parties during the course of the day for doing the needful. JUDGE Devananda -4-
