The complainant has filed the present complaint alleging willful disobedience of the order dated 03.07.2025 passed in Writ Petition No 18025/2025 (GM-Police). 2. The complainant alleges that the respondents are interfering with its business which is lawfully being conducted. The learned counsel appearing for the complainant has referred to paragraph 4 of the order dated 03.07.2025 passed in Writ Petition No. 18025/2025 (GM-Police) and contends that the directions - 3 - HC-KAR NC: 2026:KHC:27475-DB CCC No. 59 of 2026 articulated in the said paragraphs are being violated. Paragraphs 4 and 5 of the said order are set out below : "4. It is settled position in law that once the activities of Members of petitioner Association are being carried on lawfully, the question of respondent Police interfering would not arise unless the activities contravene any provision of law. Needless to state that, it is always open to the respondent Authorities to exercise the powers vested in them, if they have information regarding commission of offence or violation of law. Such action of the respondent Police cannot be considered to be interference. 5. Needless to state, it is open to the respondents to make enquiry if the respondents are of the view that the activities of the petitioner are not limited to games of skill but includes game of chance." 3. It is clear from the aforesaid paragraphs that no specific directions have been issued. We are unable to accept that any action taken by the police authorities would be construed as willful disobedience of the aforesaid directions, warranting and initiating of proceedings under the Contempt of Courts Act, 1971.
