1. By this petition, the petitioner is seeking a direction towards the respondent authorities to release the salary and allowances, withholding the arrears of pay, annual increments and non fixation of salary.

Learned counsel for the petitioner submits that, without there being any transfer order, the petitioner was relieved from his post. Aggrieved thereby, he approached this Court by filing WPS No. 4261 of 2024, which was disposed of with liberty to the petitioner to challenge the transfer and relieving order. Thereafter, the petitioner preferred WPS No. 5784 of 2024. In the meanwhile, the petitioner joined the ofÏce of the Block Medical OfÏcer, Bandapal, Block Antagarh, on 19.09.2024. Despite his joining, the authorities have neither permitted him to discharge his duties nor released his salary. Several representations have been made by the petitioner, but the same does not fructify; hence, the present petition.

3. On the other hand, learned counsel appearing for the State opposes the aforesaid submissions. It is submitted that although the petitioner has contended that despite reporting for duty he was not permitted to render his services, he has not placed any document on record to substantiate his claim as to when he reported for joining and which authority refused to accept the same.
4. I have heard learned counsel for the parties.
5. Having considered the entire factual matrix of the case, and particularly considering the fact that, except making oral
submissions before this Court, the petitioner has not furnished any details regarding the date on which he was relieved, the date on which he reported for joining at the new place of posting, or the authority which refused to accept his joining, this Court is unable to grant the relief sought for in the absence of requisite material on record. Even in the relief clause, the petitioner has not specified the period from which he claims entitlement to salary.
6. Though the petitioner referred the document Annexure P/7 dated 19.09.2024 and stated that he has joined in the ofÏce of Sub Health Center Bandapal, but from perusal of the
4 Annexure P/19, i.e. subsequent joining report dated 26.02.2026, it appears that the petitioner has not mentioned anything about his earlier joining on 19.09.2024. In Annexure P/19, the petitioner specifically stated that he is giving his joining pursuant to the transfer order dated 05.07.2024 and the relieving order dated 08.07.2024. From the said applications, it is crystal clear that in compliance of the transfer order and the relieving order of the month of July, 2024, the petitioner has gave his joining only in the month of February, 2026. Thus, in the opinion of this Court, no case for interference is made out at this stage.
7. Accordingly, the writ petition is dismissed at the motion stage itself. However, liberty is reserved in favour of the petitioner to submit a detailed representation before the competent authority for redressal of his grievance regarding his joining and non-payment of salary.
