Learned counsel for the petitioner fairly submit that the application which was rejected was not filed by him and therefore, he admits the fact that the writ petition could not have been filed by him. He, however, submits that he may be given liberty to file application before the learned trial Court for impleading Mr. Chandra Vikram Singh as defendant. 2. Considering the same, the writ petition is dismissed and the petitioner is at liberty to file an application which shall be decided by the learned trial Court in accordance with law.
