(0-6) Biswa, plot bearing No. 152, out of Kh. No. 143/152(0-6), situated in the area of extended lal dora (1997-98) of Village Kanjhawala. 3. It is stated in the petitions that the said gift deed and relinquishment deed are not being registered due to the ongoing consolidation proceedings in the Village Kanjhawala.
4. Mr. VP Dabas, learned counsel for the petitioners, cited the order of this Court in Okaya Infocom Pvt. Ltd. & Anr. vs. Govt. of NCT of Delhi & Anr. [W.P.(C) 12122/2021, decided on 10.11.2023] [hereinafter,
“Okaya”], wherein registration has been permitted, subject to the concerned petitioners therein being bound by the outcome of the consolidation proceedings.

W.P.(C) 14059/2026 their respective subject properties, and without prejudice to the rights and
contentions of any third-party. 6. This Court has clearly directed in Okaya and several subsequent orders1 that registration of property-related transactions should not be deferred for want of NOC/LSR in such circumstances, subject to the transferee taking the property subject to the pending consolidation proceedings, and without prejudice to third party rights. In fact, the Divisional Commissioner has also issued a circular dated 14.08.2025, which itself notes that No-Objection Certificate [“NOC”]/Land Status Report [“LSR”] is not generally required for registration of transfer documents, except where specifically prescribed by law. 7. The concerned Sub-Registrar is therefore directed not to defer registration of the deeds mentioned in paragraph 2 above, merely on the ground of want of NOC/LSR. The petitioners will, however, file undertakings before the Revenue authority to the effect that they are taking the subject properties, subject to the result of the consolidation proceedings, and without prejudice to the rights and contentions of any third-party. 8. It may be noted that in several similar cases, the transacting parties are being compelled to approach the Court, despite the judgment in Okaya, and the subsequent orders of this Court, as well as the Circular dated 14.08.2025. It therefore appears that the practice of insisting upon the NOC/LSR continues. Mr. Samer Vashisht, learned Standing Counsel 1 Smt. Nirmala Devi & Ors. v.
