Dubey, AC to AG ---- 03/Dated: 25th February, 2026 1. In spite of time granted, no counter affidavit has been filed by the respondents, till date. 2. The present writ petition has been filed for the following reliefs:- “(i) For issuance of an appropriate writ/rule/order/direction or a writ in the nature of certiorari for quashing the order dated 23.09.2024 contained in Memo No. 3077 (Annexure-15) passed by the Deputy Commissioner, Ranchi, by which the petition filed by the petitioner for releasing the lands measuring an area of 5 acres appertaining to plot no. 2933 of Khata No 426 situated at Mouza Ratu, P.S. Ratu, District Ranchi from the prohibited list has been rejected on absolutely irrelevant consideration of the materials on the record. (ii) For issuance of an appropriate writ/rule/order/direction or a writ in the nature of certiorari for quashing the web page (Annexure-9) appearing in Jharnibandhan.gov.in whereby the land of the petitioner has been reflected as prohibited. (iii) For issuance of an appropriate writ in the nature of mandamus or any other appropriate writ(s), order(s) or 2026:JHHC:5544 Page No.2 W.P.(C) No.1945 of 2025 direction(s) directing upon the respondents to remove the land appertaining to plot no. 2933 of Khata No 426 situated at Mouza Ratu, P.S. Ratu, District - Ranchi from prohibited list of National Generic Document Registration System (NDGRS).” 3. The action of the State is based upon the notification No. 1132 dated 26.08.2015, which is on the basis of Section 22-A of the Registration Act, 1908. The Section 22-A of the Registration Act, 1908 has already been declared ultra vires by the Division Bench of this Court vide order dated 01.05.2025, passed in W.P.(C) No. 5088 of 2018 and analogous cases. 4. In view of the order dated 01.05.2025 passed by the Division Bench of this Court, the web page in Jharnibandhan.gov.in (Annexure-9) whereby the land of the petitioner has been reflected as prohibited land and the impugned order dated 23.09.2024 contained in Memo No.3077 dated 23.09.2024 (Annexure-15) passed by the Deputy Commissioner, Ranchi are hereby, quashed and set-aside. The respondents-authority are directed to remove the land of the petitioner from the list of prohibited land. 5. Accordingly, the present writ petition stands allowed and disposed of.
