DEVARAJ C.H., GA FOR R1 TO R6) THIS WRIT PETITION IS FILED UNDER ARTICLES 226 AND 227 OF THE CONSTITUTION OF INDIA PRAYING TO ISSUE A WRIT IN THE NATURE OF CERTIORARI TO QUASH THE ORDER IMPUGNED ORDER/DIRECTION VIDE ORDER NO./NAVI/CC/31/2017/DATED 10.01.2017 ISSUED BY THE RESPONDENT NO.4 AGAINST THE PETITIONER VIDE ANNEXURE A WHEREBY THE SAID ROWDY SHEET HAVING BEEN ORIGINALLY OPENED AGAINST THE PETITIONER BY THE NARASIMHARAJA SUB-DIVISION, MYSURU, AND SUBSEQUENTLY TRANSFERRED TO THE JURISDICTION OF RESPONDENT NO. 4 AND ETC. THIS WRIT PETITION, COMING ON FOR ORDERS, THIS DAY, ORDER WAS MADE THEREIN AS UNDER: CORAM: HON'BLE MR. JUSTICE SURAJ GOVINDARAJ ORAL ORDER 1. The Petitioner is before this court seeking for the following reliefs: A. Issue a writ in the nature of certiorari to quash the order Impugned Order/Direction vide Order the No./NAVI/CC/31/2017/dated 10.01.2017 issued by Respondent No.4 against the Petitioner vide ANNEXURE A whereby the said rowdy sheet having been originally opened against the Petitioner by the Narasimharaja Sub-Division, Mysuru, and - 3 - HC-KAR NC: 2026:KHC:26211 WP No. 15226 of 2026 subsequently transferred to the jurisdiction of Respondent No. 4. B. Issue a Writ in the nature of Mandamus directing the Respondents to remove/Delete the name of the Petitioner from the Rowdy Sheeters list in the interest of Justice and Equity. C. Such other order or orders as may be passed by this Hon'ble Court, in the circumstances of the case, in the interest of justice and equity. 2. The grievance of the petitioner is a rowdy sheet has been opened against the petitioner vide Order dated 10.01.2017 at Annexure-A. 3. The submission of learned counsel for the petitioner is that post the opening of the rowdy sheet, the proceedings which are pending against the petitioner have ended either in acquittal or discharge and it is in that background, a representation has been submitted on 20.08.2025 at Annexure K to delete the name of the petitioner from the rowdy list. 4. Though no relief has been asked for in relation thereto, the petitioner has sought for quashing the Order dated 10.01.2017, I am of the considered opinion that as on the date on which the rowdy sheet was opened, there were proceedings which were pending against the petitioner - 4 - HC-KAR NC: 2026:KHC:26211 WP No. 15226 of 2026 which have come to an end much subsequently, many of them in the year 2025. Hence, the opening of the rowdy sheet in the year 2017 cannot be found fault with. It is now for the respondent to consider the representation submitted by the petitioner on 20.08.2025 and subsequent reminder dated 10.05.2026 and pass necessary orders within four weeks from the date of receipt of this order.
