$~72 * IN THE HIGH COURT OF DELHI AT NEW DELHI # CNR No. DLHC010452852026 + W.P.(C) 13957/2026 VINOD KUMAR SINGH AND ORS .....Petitioners Through: Ms. Saahila Lamba and Ms. Sadvi Advocates. versus UNION OF INDIA AND ORS .....Respondents Through: Mr. Ajay Pal (Law Officer), Inspector Athurv, CRPF Mr. Arun Kumar Tiwari, CGSC with Mrs. Pratima Devi & Ms. Priya Sharma, Advocates for respondents. (Through VC) CORAM: HON'BLE MR. JUSTICE NITIN WASUDEO SAMBRE HON'BLE MR. JUSTICE SANJAY SHARMA O R D E R % 22.09.2026 1. The prayer in the petition is for issuance of a direction to the respondents to conduct a cadre review of the nursing assistant/medic cadre qua the medical set-up of the Central Reserve Police Force in a time bound manner. 2. Mrs. Pratima Devi, learned counsel appearing for the respondents, assisted by departmental officer Mr. Arun Kumar Tiwari, states that the Cadre review has already commenced and shall be completed within a reasonable period. The aforesaid proposition is disputed by learned counsel for the petitioner, by drawing support from Office Memorandum (OM) This is a digitally signed order. The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. The Order is downloaded from the DHC Server on 26/09/2026 at 11:48:46 dated 23rd November, 1987, so as to contend that the cadre review has to be completed within a period of 5 years of the previous cadre review. Reliance is placed on clause 10 of the aforesaid Office Memorandum. 3. Having perused the said clause, we are of the view that the OM referred above, and particularly clause 10 thereof, is directory in nature and not mandatory. 4. Once the respondents have already initiated the process of Cadre review, we see no reason to direct that it be concluded in a time bound manner, as the respondents are duty-bound to complete the cadre review within a reasonable period. 5. The petition stands disposed of accordingly. NITIN WASUDEO SAMBRE, J SANJAY SHARMA, J SEPTEMBER 22, 2026/Ni/St This is a digitally signed order.
