Issue a writ of mandamus or any other appropriate writ, order or direction to the Respondents to act and decide the Petitioners’ representation(s) dated 13.03.2020 (forwarded on 26.06.2020) and 29.04.2023 in a time-bound manner, preferably within a period of three months from today, and/or B. Issue a writ of mandamus or any other appropriate writ, order or direction to Respondent Nos. 2 to 4 to grant approval of Technical Cadre hierarchy as well as Recruitment Rules in a time-bound manner, preferably within a period of three months from today, and/or This is a digitally signed order. Issue an appropriate writ, order or direction thereby directing the Respondents to consider the candidature of the Petitioners for promotion on the post of Judicial Assistant (Technical), and, thereafter, promote the Petitioners to the post of Judicial Assistant (Technical) w.e.f. 15.09.2022 [i.e., the date when the counterparts of the Petitioners, i.e., Junior Judicial Assistant, were promoted to the post of Judicial Assistant] with all consequential benefits (monetary as well as non-monetary) thereof, including seniority, arrears of salary, etc. along with interest thereupon to be calculated @18% per annum.” 2. The grievance in the petition is that there were no promotional avenues for the employees of the Delhi High Court in the technical cadre. 3. During the pendency of the petition, learned counsel for respondent no.1 sought time to have instructions. Today, learned counsel for respondent no.1 has produced a copy of the communicated dated 15.07.2026. The copy of the same is taken on record. The relevant portion of the communication is reproduced below: “For smooth implementation of e-Courts Phase-III as approved by the Government of India, the proposal for creation of 235 posts for expansion of the Technical Cadre in the High Court as detailed duly recommended by the Hon’ble High Court, is approved. As regards the proposal for upgradation/revision of pay level from Level-07 to Level-09 [7th CPC pay matrix] of the posts of Assistant Programmer of the High Court, the proposal may be got re-examined for specific opinion of the Finance Department, GNCTD regarding the requirement of approval of the Ministry of Finance, Government of India for the proposed upgradation/revision. The proposal may thereafter be resubmitted accordingly.” 4. Learned counsel for the petitioner contends that though the prayer (A) no longer survives as 235 seats in the technical cadre have been created but This is a digitally signed order. Learned counsel for respondent no.1 contends that the matter is being considered at a war footing and the notings prepared were forwarded for approval and would be pursued. 6. In view of the above, this writ petition is disposed of. There is no doubt that considering the nature of grievance involved and the creation of 235 posts, respondent no.1 shall ensure that the needful for filling the vacancies created is done expeditiously not later than five months. 7.
