The instant writ application has been preferred by the petitioner praying therein for the following reliefs: i. For issuance of an appropriate writ, order, or direction, specifically a writ in the nature of Certiorari, for quashing the impugned Notice dated 08.04.2026 [Annexure-5] issued by Respondent No. 3, whereby the candidature of the petitioner (Roll No. 30112321) for the post of Training Officer (Drawing) under the Jharkhand Industrial Training Officer Competitive Examination-2023 (JITOCE-2023) was arbitrarily cancelled solely on the ground of non-appearance during the document verification program, without considering the severe medical exigency of the petitioner's mother. ii. For issuance of an appropriate writ, order, or direction, specifically a writ in the nature of Mandamus, commanding upon the respondents to afford a fresh opportunity to the petitioner for document verification and to subsequently recommend his appointment to the post of Training Officer (Drawing), given that he has already successfully qualified in the written examination on sheer merit. 3. Learned counsel for the petitioner submits that pursuant to the advertisement No.08/2023 and 09/2023, the petitioner appeared for the post of Training Officer (Drawing) and 2026:JHHC:19402 2 he was duly selected in essence that he was called for document verification and his name figured in the list of successful candidates, but unfortunately, on the date when he was asked for document verification, he could not appear on the said date as his mother was seriously ill and suffering from carcinoma; accordingly learned counsel for the petitioner submits that interest of justice would be sufficed by granting liberty to the petitioner to represent the concerned respondent so that his case may be considered sympathetically. 4. Learned counsel for the respondents fairly submits that since no counter affidavit has been filed; as such, if the petitioner so chooses, he may approach respondent No.3. 5. Having regard to the aforesaid submissions and without going into the merits of the case, the instant writ application is hereby disposed of by giving liberty to the petitioner to approach the respondent No.3 by way of filing a detailed representation along with all relevant documents in support of his claim and upon receipt of the same, the respondent No.3 shall look into the matter sympathetically and take a decision in accordance with law and applicable rules and regulations by passing a reasoned and speaking order within a period of 12 weeks from the date of receipt of copy of such representation and communicate the same to the petitioner. 6.
