APHC010133102026 IN THE HIGH COURT OF ANDHRA PRADESH AT AMARAVATI WP(PIL) NO: 62 of 2026 Bench Sr.No:-3 [3552] Keethineedi Akhil Sri Guru Teja ...Petitioner Vs. The Union of India and others ...Respondents ********** Advocate for Petitioner: Ms. Shaik Shahedaz Advocates for Respondents: GP for Panchayat Raj & Rural Dev, GP for Revenue, GP for General Administration CORAM :THE CHIEF JUSTICE DHIRAJ SINGH THAKUR SRI JUSTICE CHALLA GUNARANJAN DATE : 1st April, 2026.
P C : The present petition has been filed seeking appropriate directions to constitute the State Level District Development Coordination and Monitoring Committee and also to issue appropriate directions to ensure that the District Level DISHA Committee meetings are convened as per Guidelines issued by the Government of India, Ministry of Rural Development.
2. It is stated that as per the Guidelines issued by Government of India, Ministry of Rural Development, the State Government is obliged to constitute a State-Level District Development Coordination and Monitoring Committee (DISHA Committee) for purposes of ensuring proper monitoring of approximately 101 schemes of the Central Government, which are being implemented through 37 Departments of the Government of India.
2 HCJ & CGRJ WP(PIL)_62_2026
3. It is further stated that on account of the dissolution of the State-Level Committee, as also the failure on the part of the State Government to convene the District-Level DISHA Committee meetings, the implementation of the schemes would be severely jeopardized.
4. We have heard learned counsel for the petitioner.
5. In our opinion, it may not be absolutely necessary for this Court to exercise its extraordinary jurisdiction to issue any orders in the facts and circumstances of this case, as the Guidelines issued by the Government of India do not have any statutory force. It is open to both the Central Government as also the State Government to work out the modalities of the manner in which the Central schemes are required to be implemented and executed. No interference is warranted in the facts and circumstances of the case.
6. The present Writ Petition (PIL) is disposed of accordingly. No costs. Pending miscellaneous applications, if any, in this case, shall stand closed.
