The Writ Petition is filed questioning the action of the respondents in not issuing the ‘No Objection Certificate’ for establishment of Pharmacy College at Putturu-Tirupati as illegal and arbitrary. 2. The facts leading to filing of the present Writ Petition are as follows: The Petitioner is an educational institution and is intending to establish a Pharmacy College in terms of the regulations of Pharmacy Council of India (PCI). In that context, the Petitioner sought for “No Objection Certificate’ from the State Government as well as from the Affiliating University. The Affiliating University i.e., J.N.T.U., Anantapur, had issued ‘No Objection Certificate’ on 06.12.2025. However, no further decision is taken thereon. Hence, the present Writ Petition. 3. Learned counsel for the Petitioner submits the delay in taking a 4 decision with regard to the issuance of ‘No Objection Certificate’ would hamper their planning for admissions for the academic year 2026-2027 and therefore, seeks for expeditious consideration of the issuance of the ‘No objection Certificate’ as required under the regulations. 4. Learned Assistant Government Pleader would submit that the proposal of the Petitioner is under consideration and an appropriate decision will be taken in that regard as expeditiously as possible. 5.
