By way of this petition, the petitioner has sought the following relief(s):- “10.1. That the Hon'ble Court may kindly be pleased to allow the petition by granting petitioner to selection grade w.e.f. 1.07.2003 instead of 14.07.2005 as mentioned in seniority list Annexure P/10 at serial no. 33 and consequently after grant of selection grade w.e.f. 15.07.2003 his seniority number be changed from 33 to 32 by granting difference of wages. 10.2 Costs of the petition be awarded and 10.3 Any other relief or direction which the SIDDHANT TAMRAKAR Digitally signed by SIDDHANT TAMRAKAR Date: 2026.05.11 14:36:27 +0530 2 Hon'ble Court may deems fit, be also awarded.” 2. Facts in brief are that the petitioner was appointed as Assistant Professor (Political Science) in Government College, Arang on 15.07.1994. The petitioner was granted senior scale vide order dated 08.07.2004 with effect from 15.07.2000. The petitioner was extended benefit of selection grade scale Rs. 12000-18300 with effect from 15.07.2005, whereas, he was entitled for said benefit after completion of 9 years of service with effect from 01.07.2003. The petitioner is claiming seniority at serial No. 32 and selection grade scale with effect from 01.07.2003. 3. Mr. H. B. Agrawal, Senior Advocate would contend that the petitioner made various representations before the respondent authorities, but till date no decision has been taken. 4. On the other hand, learned counsel appearing for the State would submit that the petitioner could not qualify refresher course as required according to the Recruitment Rules, therefore, he was extended selection grade scale from year 2005. 5. I have heard learned counsel for the parties and perused the documents placed on record. 6. Perusal of the document would show that the petitioner completed refresher course from time to time, but he has been extended benefit of selection grade scale with effect from 15.07.2005. The petitioner has claimed said benefit with effect from 01.07.2003 and he has also claimed seniority. A representation was made before respondent No. 1 on 11.03.2011, but till date no decision has been taken. 7. Taking into consideration the facts discussed-above, the petitioner is 3 permitted to make a detailed representation before the respondent No. 1 within a period of 45 days from today, and in turn, said authority is directed to decide it in objective manner, preferably within further period of 90 days. 8.
