02/ 29.06.2026: Heard, learned counsel for the petitioner and learned counsel for the State.
2. By way of filing this writ petition, the petitioner has sought for the following reliefs:-
“ To direct the concerned respondents, especially respondent no.2 and 3, i.e. Deputy Commissioner, Ranchi to immediately and forthwith, preferably within 4 months from the date of order of this Hon'ble Court, to dispose of the representation of the petitioner dated 03-02-2024, and thereby to pass a final order removing the lands of the petitioner situate at Mauza-Ratu, Thana-Ratu, Thana No.79, District-Ranchi, Khata No.426, Plot no.2237, 2232 and 2247, total area -151.15 Decimals from prohibited/restricted list of NGDRS (National Generic Documents Registration System) in the light of i.e. Annexure-3, order of Deputy Commissioner, Ranchi dated 30-01-2023, wherein he has ordered for removal of other lands of the same plot and Khata from prohibited/restricted list of NGDRS in respect to other similarly situated applicant namely, Gautam Pandey, son of late Nagendra Pandey.”

Learned counsel for the petitioner submits that petitioner had approached the Deputy Commissioner, Ranchi to remove the land which has been recorded in the prohibited list of NGDRS
(National Generic Documents Registration System), but inspite of the report, no order has been passed. He submits that that suffice it would be, if a direction is given to the Deputy Commissioner to dispose of the representation of the petitioner considering the
judgment passed by this Hon’ble Court from time to time on the issue and also if necessary to call for the report immediately and act accordingly.

Learned counsel for the State submits that if the matter is still pending before the Deputy Commissioner, the same will be decided.
5. Considering the said submission, I direct the petitioner to file a fresh representation which would be considered by the Deputy Commissioner, Ranchi. The Deputy Commissioner will consider the judgment on the issue which has been passed by this Court from time to time and if necessary, he will also call for the report from the Circle Officer, Ratu, Ranchi.
6. It is expected that the Deputy Commissioner, Ranchi will take a decision within a period of sixteen weeks from the date of receipt of a copy of this order along with representation and communicate the same to the petitioner.
7. With the aforesaid observation, the instant writ petition stands disposed of.
