P.P. 02/ 02.07.2026: Heard learned counsel for the petitioner and learned counsel for the State. 2. The petitioner is apprehending his arrest in connection with CID Case No. 43 of 2024, registered under sections 318(4), 316 (5), 338, 336(3), 340(1), 340(2), 61(2), 111(4) of BNS, pending in the Court of learned AJC- XVIII-cum-Special Judge, CID, Ranchi. 3. Learned counsel for the petitioner submits that the name of the petitioner has come in the confessional statement and petitioner has nothing to do with the withdrawal of Rs. 9 crores of Jharkhand State Electricity Employees Master Trust. On these grounds, he submits that privilege of anticipatory bail may kindly be granted to the petitioner. 4. Learned counsel for the State opposes the prayer and submits that petitioner is accomplice of other co-accused and petitioner is having criminal antecedents and in view of that anticipatory bail of the petitioner may kindly be rejected. 5. The petitioner is also accused in C.I.D. Case No. 41 of 2024 and in that case he has confessed that he was involved to facilitate the crime on different occasions he stayed in different hotels of Ranchi such as Hotel Mantri Residency, Apsara, Emerald Athithi Hotel (Pandosan), Hotel Krishna in ( 2026:JHHC:19308 ) Ashok Nagar Guest House and Green View Hotel near Ranchi Airport from 01.06.2023 to 23.08.2024. Further in the confessional Statement co-accused Lokeshwar Sah has taken the name of this petitioner. In the case diary it has come that after entering into criminal conspiracy the petitioner and other accused persons have defrauded Jharkhand State Electricity Employees Master Trust and Jharkhand Development Corporation Ltd by way of opening the fake bank account in Canara Bank Branch NIFFT, Ranchi. The serious allegation is against the petitioner of misappropriating a sum of Rs. 9 crores. Further the petitioner is having 4 criminal antecedents of similar nature. 6. The economic offences are direct attack on the financial health of the country. The Hon‟ble Supreme Court has considered the economic offence in the case of “Subrata Chattoraj v. Union of India’, reported in (2014) 8 SCC 768, Y.S. Jagan Mohan Reddy v.C.B.I., reported in (2013) 7 SCC 439 and Union of India v. Hassan Ali Khan, reported in (2011) 10 SCC 235 and gist of those judgments speak of that economic offences having deep-rooted conspiracies and involving huge loss of public funds need to be viewed seriously and considered as grave offences affecting the economy of the country as a whole and thereby posing serious threat to the financial health of the country. 7. In the attending facts and circumstances of the case, I am not inclined to grant anticipatory bail to the petitioner. Accordingly his prayer for anticipatory bail application is hereby rejected.
