The learned counsel for the petitioners have produced orders passed by this Court during the earlier years. 3.We are of the view that tender must be conducted by the fifth respondent. The learned Special Government Pleader expressed certain difficulties citing the impending elections. Since the writ petitions were filed in the last month and the festival would commence on 29th April, the parties will have to make necessary arrangements. 4.Considering the special facts and circumstances of this case, we direct the fifth respondent to conduct the auction by tomorrow at 02.15 p.m in the office of the fifth respondent. The entire proceedings shall be duly videographed. Since two licences are to be issued, they shall be issued to the respective highest bidders.
