Respondent No.1 has iled aidavit in reply. he said Aidavit states that the inspection was conducted of the site on 03.10.2026 and prior to that a Stop Work Notice has been issued on 03.03.2020. Since there is a stop work notice in relation to the structures of the Respondent Nos.7 and 8, which are on the land under Survey No.344/1 of Village Velim, we direct that Respondent Nos.7 and 8 shall not proceed with any further 12th October 2026 41-WP-855-2026.DOC construction at site until the Deputy Director of Panchayats, South Goa completes the process of taking action under Section 66(5) of the Goa Panchayat Raj Act, 1994. 2. We direct the Deputy Director of Panchayats, South Goa to dispose of the Petitioner’s complaint dated 20.04.2020 preferably by 01.12.2026. We are given to understand that the Respondent Nos.7 and 8 have iled their replies in this matter. 3. Insofar as the complaint dated 23.07.2026 with regard to the compound wall constructed by Respondent Nos.7 and 8 is concerned, we deem it appropriate that the Panchayat shall cease to take any further action in the matter and shall appear before the Deputy Director of Panchayats, South Goa on 23.10.2026 in Case No.DDPS/Illeg-Const/71/2020 along with Respondent Nos.7 and 8 who shall also ile their replies by that date. he Deputy Director shall dispose of this case by 01.12.2026. 4. he Goa Coastal Zone Management Authority shall dispose of the Complaints dated 13.03.2020 and 24.07.2026 iled by the Petitioner and pending before it in Case No.GCZMA/S/ ILLEGAL-COMP/20-21/03 by 01.12.2026. 5.
