1. Heard the Petitioner in person and Mr. Sanjay Katyal, learned Standing Counsel for Delhi Development Authority (“DDA”). 2. By instituting the present Public Interest Litigation Petition, a direction has been sought to the DDA to implement the provisions of the Delhi Apartment Ownership Act, 1986 (“Act”) by ensuring that the title deeds being executed by the DDA are structured as statutory Deeds of Apartment containing certain disclosures mandated under Section 13(1)(ii) to (xi) of the Act. Certain other prayers have also been made to review and rectify already executed Supplementary Deeds or Correction Deeds for all such allotees in Sector E1, Vasant Kunj Complex by incorporating certain aspects therein. Certain other directions have also been sought for deputing officials to supervise the smooth formation of a single Apartment Owner Association under Section 15 of the Act. Having regard to the nature of the prayers made, we are of the opinion that the averments made in the present Petition shall be treated as a representation made by the Petitioner, which shall be attended to by the competent authority of the DDA at an appropriate level and the decision and action, which may be warranted under law for redressal of the grievances raised in this Petition, shall also be taken by the DDA. 4. Accordingly, we dispose of this Petition with a direction to the competent authority of the DDA to consider the present Petition as a representation and take a decision and action, which may be warranted under law on the same, with expedition within a period of three months from today. The decision and action which may be taken under this Order shall also be communicated to the Petitioner. 5. The Writ Petition thus stands disposed of with the aforesaid terms.
