The petitioners have filed this writ petition seeking following reliefs. “10.1 The Hon'ble Court may graciously be pleased to issue an appropriate writ/order/direction directing the Respondents to grant the benefit of Time Scale Pay to the Petitioner upon 2 / 2 completion of the prescribed qualifying service on 20.02.2023 along with all consequential monetary benefits; 10.2 The Hon'ble Court may graciously be pleased to issue an appropriate writ/order/direction directing the Respondents to consider the representation and and promote the Petitioner to the higher post in accordance with the applicable Recruitment Rules and his seniority position also be issued accordingly. 10.3 Any other relief which this Hon'ble Court deems fit and proper be awarded in favour of the petitioner, including the cost.” 2. Counsel for the petitioners submits that the petitioners are working since last more than 10 years on the post of Constable (Assistant). According to the policy formulated by the State Government, a Government servant who has completed 10 years of service on a particular post without any promotion, they are entitled for grant of first time scale pay, which was not granted. Petitioners had submitted representation (Annexure-P/6) before the respondent No. 4, which till date is pending consideration, therefore, direction be issued to the respondent No. 3 and 4 to consider and take decision on the representation, at the earliest, within specified time frame. 3. Counsel for the State submits that he is having no objection to the limited prayer made by counsel for the petitioners. 4. On due consideration of the submissions made by learned counsel for the parties, writ petition at this stage is disposed of directing the respondent No. 3 & 4 to consider and take decision on the representation submitted by the petitioners, in accordance with law, expeditiously preferably within a further period of two months from the date of receipt of copy of order passed by this Court. 5.
