According to petitioner, he was engaged as Shiksha Mitra for teaching students of primary classes in the year 2007 and he is thereafter serving in the same school, namely, Government Primary School, Baidajhal, District Nainital ever since then. 4. Learned counsel for the petitioner submits that petitioner is a Graduate with Diploma in Elementary Education and he has also qualified C.T.E.T., therefore, there is no reason for denying regular appointment to him. 5. Learned State Counsel submits that if what learned counsel for the petitioner submits is true, then petitioner should have made representation to the Competent Authority, instead of rushing to this Court. 6. The writ petition is, accordingly, disposed of by permitting the petitioner to make representation to the Competent Authority. If he makes representation within two weeks from today, decision thereupon shall be taken, as per law, within ten weeks thereafter.
