JUSTICE S.R.KRISHNA KUMAR ORAL ORDER In this petition, petitioner seek the following reliefs: “i) Issue a writ of mandamus, directing the Respondents No.2 to consider the representation made by the Petitioner dated 16.03.2026 vide Annexure-H and to regularise the services of the Petitioner has been done in the case of Jaggo Vs Union of India reported in 2024 SCC online SC 3826 and Dharam singh Vs State of U.P reported in 2025 SCC Online SC 1735 and Bholanath Vs State of Jharkhand & others 2026 SCC Online SC 129 from the date of completion of 10 years of service and also to grant him and pay scale attached to the post of Deputy Registrar from the date of his appointment or at least from the date he completed 10 years of service as revised from time to - 3 - HC-KAR NC: 2026:KHC:24781 WP No. 15251 of 2026 time and to pay him the arrears of salary, increment and other service benefits on par with regular employees under the 7th pay commission; b) Pass such other orders as deemed fit in the facts and circumstances of the case, in the interest of justice and equity.” 2. Heard learned counsel for the petitioner and learned AGA for respondent Nos.1 and 2 and learned counsel for respondent No.3 and perused the material on record. 3. It is the grievance of the petitioner that his representation at Annexure–H dated 16.03.2026 submitted to respondent No.2 has not been considered so far by them nor any order has been passed on the same. Under these circumstances, the petitioner is before this Court by way of present petition. 4. Per contra, learned AGA for respondent Nos.1 and 2 and learned counsel for respondent No.3 submit that if reasonable time is given, the respondents would consider and pass necessary order on the said representation. 5. In view of the aforesaid facts and circumstances and rival submissions, the concerned respondent is hereby directed to - 4 - HC-KAR NC: 2026:KHC:24781 WP No. 15251 of 2026 address the grievances of the petitioner and consider his representation at Annexure–H dated 16.03.2026 and pass appropriate order in accordance with law, within a period of two months from the date of receipt of a copy of this order. 6.
