In this writ petition, the petitioner has made the following prayers: “For issuance of an appropriate writ(s), order(s) and/ or direction(s), particularly a writ in the nature of Mandamus commanding upon the respondent No.-3 for issuance of current rent receipt in favour of the petitioner for the land pertaining to Khata No. - 21/87, Plot No.- 9/697, Mouza- Jhalpo P.S.-Telaiya, Thana No.- 01 , measuring an total area 11.75 Decimals of land situated at District Koderma for which an application dated 22.08.2025 (Annexure 7) is still pending before the respondent No.- 3 taking into consideration the various Orders passed by this Hon'ble Court recent being order passed in W.P. (C) No. 7259 of 2023 being Order dated 18/04/2024 as the Respondent authorities especially the Respondent No-2 & 3 are in Contempt of Court by violating the various Orders passed by the Hon'ble Court by still not passing appropriate order upon the pending representation in view of the Order passed by the Deputy Commissioner, Koderma pursuant to Order dated 29/09/2011 contained in Memo No. 2620 which has already been set aside by the Hon'ble Court on 2026:JHHC:18148 2 various occasions as apparent from the various Orders passed by this Hon'ble Court as Annexed herewith. AND For issuance of any other appropriate writ/s order/s, direction/s as may deemed fit and proper for doing conscionable justice to the petitioner.” 3. It is the grievance of the petitioner that though her name appears in the Register-II maintained by the Revenue Officers yet rent in respect of the said land has not been accepted by the Department nor the rent receipts have been issued. 4. It is the case of the petitioner that the land pertaining to Khata No. 21/87, Plot No. 9/697,Mouza Jhalpo, PS Telaiya, Thana No. 01 area 11.75 decimal was purchased by the petitioner on 2003 and the same was mutated in her name and she was regularly paying rent till 2011-12. Thus, the respondents are duty bound to accept the rent from the petitioner and issue rent receipt to her. 5. Considering the prayer made by the petitioner, in my opinion the issue has to first decided by the Circle Officer, Koderma Anchal, Koderma. Thus, the petitioner is directed to approach the Circle Officer, Koderma Anchal, Koderma who after verifying the records, if finds that rent is receivable from the petitioner and there is no other impediments, he will accept the rent from the petitioner and thereafter issue rent receipts. 6. If for any other reasons if there are impediments and it is not possible to receive rent and issue rent receipts, to the petitioner on justifiable grounds, the same should be communicated to the petitioner. 7. The entire process should be concluded within 12 weeks from the date of receipt of the copy of this order. 8. Accordingly, this writ petition is disposed of.
