By the present petition, State of Manipur prayed for a direction to the Central Government and also to the service providers for blocking offensive video circulating in the State of Manipur due to the prevailing situation in Manipur. On 22.1.2026 when the matter was taken up, Mr.Samarjeet, learned DSGI submitted that the Ministry had already taken care of the request by the State Government and issued instruction dated 22.1.2026 for blocking the offensive video. Learned counsel for service providers have confirmed the compliance of the blocking order issued by the competent authority. It is submitted at the Bar by learned counsel for the parties that since the request of the State has been taken care of by the Central Government, matter has become infructuous and may be closed. However, learned senior counsel for service providers submit that only offensive video is to be blocked and contents of report either in digital/ print formats are not covered by this blocking order. In the circumstance, without expressing any opinion on merit, the writ petition is closed as infructuous. However, it is clarified that blocking will be confined to the offensive video circulated in electronic and social media. With the observation, writ petition is disposed of.
