The instant writ application has been preferred by the petitioners for the following relief(s) i. For issuance of an appropriate writ(s)/order(s)/ direction(s) commanding upon the respondents to immediately and forthwith revise the emoluments for Category III posts as per the principle of "equal pay for equal work" and grant pay scale of Rs. 4000-6000 under the 5th Central Pay Commission. ii. . For grant of pay scale of Rs. 5200-20200 with a grade pay 2400 with effect from 01.01.2006 under the 6th Central Pay Commission. iii. For grant of pay matrix level 4 under the 7th Central Pay Commission and subsequent pay scale effective from 01.01.2016. ( 2026:JHHC:18228 ) iv. Further prays for issuance of an appropriate writ(s)/ order(s)/ direction(s) commanding upon the respondents to immediately and forthwith make calculations of arrears of salary as well as pension which would accrue on account of grant of change of pay scale and grade pay and thereafter make payment with statutory as well as penal interest. 2. Learned counsel for the petitioner fairly submits that though he is entitled for the prayer made in the instant application and he has also approached the respondent University to take a decision and forward the claim to the State. However, till date nothing has happened. 3. Accordingly, learned counsel submits that the instant application may be disposed of by directing the respondent University to decide the claim of the petitioner and forward the same to the State respondent, who shall pass a formal order with regard to the claim made in this application. 4. Learned counsel for the respective respondents fairly submits that since no counter-affidavit has been filed, as such the petitioner may be directed to approach the respondent University i.e. 5th respondent, so that University can send the claim, if it will be in accordance with law. 5. Having regard to the prayer and the limited submissions of the learned counsels for the parties, the instant application stands disposed of by directing the petitioner to file a detailed representation before the 5th respondent as early as possible. 6. The moment 5th respondent will receive the representation, he shall verify the records of the case and forward the claim of the petitioner to the 3rd respondent. 7. The entire exercise by the University shall be completed within a period of 8 weeks. 8. Thereafter, the 3rd respondent shall take a decision in the matter, on the basis of records within a further period of 6 weeks, ( 2026:JHHC:18228 ) and thereafter, if the petitioner would be found eligible for his claim, consequential order be also issued within a further period of 4 weeks. 9.
