At the outset, learned AGA raised a preliminary objection regarding maintainability of the writ petition on the ground that the petitioner is seeking appointment under the Karnataka Civil Services (Appointment of Family Members of Persons Belonging to Scheduled Castes or Scheduled Tribes who die in Atrocities on SC/ST on Compassionate Grounds) (Special) Rules, 1999. Therefore, the petitioner has to approach the Karnataka State Administrative Tribunal. 3.
