In view of the above, upon examination in terms of the criteria laid down under Clause 7.3 of the Scheme, the Committee was of the view that the unit was not prima facie eligible for consideration. Additionally, in the absence of any budgetary allocation, the Committee was of the view that the application could not be considered eligible” 2.
