JUSTICE B M SHYAM PRASAD ORAL ORDER The petitioner, aged 21 years, is pursuing studies to graduate in Nursing and in fact, when queried, Ms.Rakshitha, the learned counsel for the petitioner, submits that the petitioner has completed his graduation. The fourth respondent's decision to enter the petitioner's name in the Register of Rowdies is because of his alleged participation in an assault for which a First Information Report is registered in Crime No.17/2024. Upon hearing Ms.Rakshitha and Mrs. Saritha Kulkarni, the learned Additional Government Advocate, and on perusal of the records [which indicate the alleged participation by the petitioner], - 4 - HC-KAR NC: 2026:KHC:8015 WP No. 28870 of 2025 this Court is of the view that the petitioner's name must be removed from the Register of Rowdies because a sole allegation though investigated resulting in a 'charge sheet', by itself cannot justify listing the petitioner as a Rowdy when there is no antecedent; after the trial the concerned Court can opine that the petitioner is not culpable. Hence, the petition is allowed directing the deletion of the petitioner's name from the Register of Rowdies reserving liberty to the petitioner to file a certified copy of this order with the fourth respondent.
