Meena For Respondent(s) : Mr. Manoj Sharma, AAG HON'BLE MR. JUSTICE PRAVEER BHATNAGAR Order 02/02/2026 1. It is contended by learned counsel for the petitioner that in the matter of Gurukul College Vs. State of Rajasthan in Civil Writ [2026:RJ-JP:4672] (2 of 2) [CCP-205/2025] Petition No.1288/2022, dated 04.02.2022 passed by the Co- ordinate Bench, the petitioner- Gurukul College has already been granted permanent NOC, however, in the present case, the department has not complied with the order dated 02.12.2021 and discriminated the petitioner with other persons who have also filed the writ petition for grant of NOC. It is also contended that the writ petition for grant of permanent NOC is still pending, therefore, the respondents have not made the substantial compliance of the impugned order dated 02.12.2021. 2. It is contended by learned counsel for the respondent that NOC has already been issued to the petitioner educational society, the Court in its order dated 02.12.2021 did not specifically order that the nature of NOC will be permanent. If the petitioner is aggrieved with NOC granted to him then the petitioner may challenge the nature of NOC granted by the respondents, therefore, the Civil Contempt Petition has no force and it may be dismissed. 3. Heard and perused the material available on record. 4. Considering the impugned order dated 02.12.2021, it is apparent that no such order was passed by the Court, that permanent NOC has to be granted in petitioner's favour, therefore, in view of the above, the instant Civil Contempt Petition is disposed of.
