Learned counsel for the respondents would submit that, though reply has been filed by the respective respondents, despite that, they submit that, if the petitioner files a representation, the it shall be decided in accordance with law. 3. Having considered the limited prayer made by learned counsel for the petitioner, the petitioner is permitted to withdraw this writ petition granting liberty to him to file a representation along with a copy of this order before the respondents No. 2, 3 and 4 within 15 days from today.
