Ajay Mohan Goel, Judge (Oral). By way of present petition, the petitioner has, inter alia, prayed for following reliefs:-
“(i) That the writ in the nature of mandamus may kindly be issued to the respondent regularized the services of the petitioner from the date 30.09.2024 as well as grant the seniority, promotion and all consequential financial benefits. (ii) That this Hon’ble Court may be pleased to issue the Writ in the nature of mandamus, order or directions directing the respondents to regularize the service of the petitioner w.e.f. the date when the petitioner has completed his tow years’ service on contract basis i.e. from the date the regularization policy was liberalized or from 01.09.2024, along with all consequential benefits. 1 Whether reporters of the local papers may be allowed to see the judgment?
2 2026:HHC:30279 ) (iii) That the Annexure P-4 dated 2.12.2023 wherein the regularization has been restricted to be affected on 31st March of every year may kindly be set aside.”

Learned counsel for the petitioner submits that the issue raised in this petition has been decided by this court in CWP No. 12994 of 2025, titled as Balvir Singh & Anr. vs. State of H.P. & Ors, decided on 16/7/2026 and interest of justice would be served in case this petition is disposed of by observing that the direction passed therein shall be construed to have been passed in the present petition.
3. Though, learned Additional Advocate General submitted that the present case is not covered by the judgment being relied upon by the learned counsel four the petitioner, however, he could not distinguish the present case from the one decided by way of said
judgment.

Accordingly, this petition is disposed of with the direction that the findings returned in Balvir Singh’s case (supra) shall be construed to have been passed in the present petition also, and all directions passed therein shall be read mutatis mutandis as having been issued in the present petition. The petition is, therefore,
disposed of with the direction to the authorities to regularize the
3 2026:HHC:30279 ) services of the petitioner with effect from 1.10.2024, with all consequential benefits including seniority. This order, of course, as prayed for, is passed subject to all legal remedies that may be available to the State. Pending applications, if any, also stand
disposed of.
