(2) Petitioner was appointed as Teacher in a government school in the year 1969 and he retired from service in 2005. In this writ petition, petitioner has sought the following relief: “(a). Issue a writ, order or direction in the nature of Mandamus commanding/directing the respondents to grant the benefit of Selection Pay Scale in L.T. Grade w.e.f. 01.01.1986 after the deemed merger of the services of the petitioner from C.T. Grade to the L.T. Grade, alongwith entire arrears with interest.” (3) Learned State Counsel is right in pointing out that the writ petition is barred by delay and laches and no valid explanation has been given for such inordinate delay. (4) From the prayer clause made in the writ petition, it is apparent that petitioner is complaining that he was given less amount as Selection Grade, which became payable to him in 1986. Now, 40 years have gone by. What steps were taken by petitioner are not known. Even otherwise also, after 40 years, petitioner cannot stake claim for some benefit which was not sought by him earlier. Writ petition is, accordingly, dismissed on the ground of delay and laches.
