The present writ petition has been filed by the petitioner seeking issuance of an appropriate writ, order, or direction commanding respondent No. 1 to constitute a Special Investigating Team (SIT), headed by an officer not below the rank of Senior Superintendent of Police, for conducting a fair, impartial, and comprehensive investigation into the death of the petitioner's son, namely Makhan Lal. It is alleged that the deceased was thrown from the window of Ward No. 05 on 18.09.2023 at about 10:30 p.m. and subsequently succumbed to the injuries on 19.09.2023 at about 6:30 a.m. The petitioner further seeks a direction for registration of an FIR against the persons responsible for the alleged occurrence and for bringing the offenders to justice in accordance with law. 2. Learned counsel appearing for the petitioner submits that the petitioner had earlier approached the District Magistrate, Jammu, seeking details regarding the inquest proceedings and the investigation conducted into the death of his son, which occurred on 19.09.2023. It is submitted that despite the lapse of considerable time, the inquest proceedings have not attained finality. 3. Learned counsel for the petitioner, on instructions, submits that the petitioner would be satisfied, at this stage, if a direction is issued to the District Magistrate, Jammu, to conclude the pending inquest proceedings and the investigation arising therefrom within a stipulated period in accordance with law. 4. Learned counsel appearing for the respondents fairly submits that the respondents have no objection if an appropriate direction, as prayed for by the petitioner, is issued by this Court. 5. Having heard learned counsel for the parties and without expressing any opinion on the merits of the case or the rival contentions, this petition is disposed of with a direction to the District Magistrate, Jammu, to conclude the inquest proceedings relating to the death of the petitioner's son expeditiously and, in any case, within a period of six months from the date a copy of this order is made available, strictly in accordance with law. 6. The petition shall stand disposed of accordingly along with all connected application(s), if any.
