In view of the retirement/transfer of the Respondent No. 1 it has become necessary to implead the new incumbent, namely, Shri Abhijit Sinha, IAS, Secretary to the Government of Nagaland, PHE Department, Kohima, Nagaland as Respondent No. 4. 4.
