Srinu Babu, learned Assistant Government Pleader for Municipal Administration & Urban Development, Ms. D. Naga Chandrika, learned Assistant Government Pleader for Fnance & Planning and Sri M. Karthik Raja, learned Counsel appearing on behalf of Smt. Sireesha Rani Vallabhaneni, learned Standing Counsel for Respondent No.4. 2. Sri M. Karthik Raja, learned Counsel appearing on behalf of Smt. Sireesha Rani Vallabhaneni, learned Standing Counsel for Respondent No.4, has submitted the Written Instructions furnished by the Commissioner, Gudivada Municipality dated 02.03.2026. Copy of it is supplied to the Counsel for the Writ Petitioner and the same is taken on record. Para 3 of the Written Instruction is usefully extracted hereunder: <3. The petitioner Adabala Hema Kumar S/o Appa Rao is a Class-IV Civil contractor and is well acquainted with the facts of the case. More over the above said works were taken up from Gadapa Gadapaku Mana prabhutvam program (GGMP) Grants, Bill already submitted CFMS with Bill IDs 1) No.2025-9216868, dated 18.12.2025, 2)No.2025- 9216960, dated 18.12.2025, & pending with PAO Office. After approval, gross amount of Rs.13,49,493/- will be credited subject to release of amount by Government in CFMS.= 3 3. In para 8 of the Affidavit filed in support of the Writ Petition as well as para 3 of the Written Instruction, it is clearly stated that the bills have been uploaded in the CFMS Portal way back on 18.12.2025. 4. Having recorded the same, this Court deems it appropriate to allow this Writ Petition, at the admission stage, without going into the merit, directing the Official Respondents including Respondent No.2, to complete the entire administrative process, both inter-departmental and intra-departmental, by way of mutual cooperation and coordination, within a period of eight (8) weeks from today and transfer the due amount (gross amount of Rs.13,49,493/-) to the bank account of the Writ Petitioner within two (2) weeks thereafter. 5. Writ Petitioner is directed to submit the bank account details to the Competent Authority within four (4) weeks from today for effective compliance. 6. With these observations and directions, this Writ Petition stands allowed. No order as to costs. 7.
