2. It is stated by learned counsel for the petitioner that after undergoing the due process of recruitment as per Rajasthan Animal Husbandry Subordinate Service Rules, 1977, the petitioner was offered appointment on probation of two years vide order dated 23.12.2025. It was the condition of appointment order that the petitioner was required to join by 14.01.2026.
3.
Learned counsel submits that at the relevant time, his wife was pregnant and has delivered child after 26 years of marriage, and on account of medical emergency faced by his wife, the petitioner could not join by 14.01.2026. Thereafter, he requested the respondents to allow him to join on the post of Animal Attendant, however, only on account of the fact that the petitioner approached the respondents on 19.01.2026, he was not allowed to join. 4. Mr. Vishal Kumar with Ms. Pooja Sharma appeared on behalf of the respondents and opposed this writ petition and submitted that the appointment order was conditional in nature and the petitioner was supposed to join on 14.01.2026, and since admittedly, the petitioner could not join within the prescribed time, therefore, respondents are justified in not permitting the petitioner to join pursuant to appointment order after lapse of the joining period given in the appointment order. 5. Heard learned counsel for the parties and perused the record. [2026:RJ-JP:6607] (3 of 3) [CW-2297/2026]
6. It is not disputed that the petitioner was recruited on the post of Animal Attendant after undergoing the due process and he was also offered appointment vide order dated 23.12.2025 with the condition that the petitioner would join on the post by
14.01.2026. 7. Petitioner has placed on record an application dated 19.01.2026, which is duly received in the office of respondents, wherein he has assigned the reason that on account of the fact that his wife was facing medical emergency, and was pregnant, she delivered child and got discharged on 13.01.2026, due to such bona fide reasons, the petitioner could not join. 8. As per Rule 8 of the Rajasthan Civil Services (Joining Time) Rules, 1981, the joining time prescribed in the order can be extended on showing justified reasons by the incumbent. In the instant case, respondents have not controverted the reasons assigned by the petitioner, therefore, looking to the bonadies of the reasons, this Court deems it just and proper to dispose of this writ petition with direction to the petitioner to report in the office of Director, Animal Husbandry within a period of seven days from today and in case, the petitioner reports the competent authority within the aforesaid time, the respondent shall permit joining to the petitioner, subject to availability of the vacancy of Animal Attendant. 9.
