Ramesh, learned Counsel representing Ms. Modapothula Sumalatha, learned Counsel for the Writ Petitioner, Sri S. Vijaya Kumar, learned Counsel, representing Sri A.S.C. Bose, learned Standing Counsel for the Municipal Corporation and Ms. Naga Chandrika, learned Assistant Government Pleader for Finance & Planning. 2. Sri S. Vijaya Kumar, learned Counsel, representing Sri A.S.C. Bose, learned Standing Counsel for the Municipal Corporation, has submitted the photocopy of the Counter-Affidavit that is proposed to be filed by the Commissioner of Greater Visakhapatnam Municipal Corporation, Visakhapatnam. This copy of the Counter-Affidavit is supplied to the Counsel for the Petitioner and the same is taken on record. 3. In Para 7 of the Counter-Affidavit, it is stated that the measurements were duly recorded in the M-book and that the Net amount of Rs.15,75,016/- had been duly approved. In Para 8, it has been stated that the bill amount has 3 been uploaded on 25.10.2023. The date of uploading would show that it would have lapsed by the end of such Financial Year. 4. This Court is unable to countenance as to why the Respondents have not uploaded the bill once again for the Financial Year 2025 - 2026. In any case, this Financial Year has also ended. 5. Having taken note of these facts, this Court deems it appropriate to allow this Writ Petition with a direction to all the Respondents including Respondent Nos.2 to 4 to complete the entire administrative process, both inter-departmental and intra-departmental, by way of mutual co-operation and coordination, within a period of twelve (12) weeks from today, and to transfer the due amount to the bank account of the Writ Petitioner within four (04) weeks thereafter. 6. The Writ Petitioner is directed to submit the bank account details to the Competent Authority within four (04) weeks from today for effective compliance. 7. With these observations and directions, the Writ Petition is allowed. No order as to costs. 8.
