4. According to the petitioner, he participated in a selection held for appointment as Sahyogi/Guard by District Cooperative Bank, Dehradun. Petitioner was recommended for appointment and appointment order was also issued to him, however, before petitioner could join duties, State Government imposed ban on appointments, on 29.3.2022, as a result, petitioner has not been able to join duties; while, 57 other selected candidates have been appointed and they are serving against Group-D posts in different District Cooperative Banks for the last nearly three years.
5. By means of this writ petition, petitioner has sought the following reliefs:-
“a) Issue a writ, order or direction in the nature of mandamus commanding and directing the respondent authorities to permit the petitioner to join his services to the post of Sahayogi/Guard in the respondent bank in pursuant to the appointment/order dated 24.03.2022 and pay salary and other emoluments admissible to the petitioner as and when become due; or to mould the relief appropriately, keeping in view the facts highlighted
2026:UHC:247 in the body of the writ petition.
b) Issue a writ, order or direction in the nature of certiorari quashing the order dated 29.3.2022 issued by respondent no. 2 (contained as Annexure No. 22 to the writ petition) qua the petitioner.”
6. Registrar, Cooperative Societies was asked to appear virtually vide order dated 5.1.2026. Registrar is virtually present, who submits that if petitioner makes a representation, then appropriate decision shall be taken by the competent authority, as per law.
7. The writ petition is, accordingly,
disposed of with liberty to petitioner to make representation to the Registrar. If he makes representation, within ten days from today, Registrar shall take decision thereupon as per law, within eight weeks.
8. Personal appearance of Registrar, Cooperative Societies is dispensed with.
