According to the petitioner, pursuant to the UDR scheme, the patta standing in the name of the petitioner for the property morefully described in the prayer to this writ petition has been erroneously transfer in favour of third parties. Therefore, the petitioner had given a representation on 20.01.2025 to the third respondent, requesting the third respondent to transfer the patta for the subject property in favour of the petitioner. Since the said representation has not been considered till date, this writ petition has been filed. 3. Mr. S.Arumugam, learned Government Advocate accepts notice on behalf of the respondents. The competent authority to adjudicate the petitioner’s representation is the District Revenue Officer (DRO), Kancheepuram District. But, the DRO, Kancheepuram District has not been arrayed as a party respondent in this writ petition. This Court by exercising its suo motu power, impleads the DRO, Kancheepuram District as a party fourth respondent in this writ petition. No prejudice would be caused to the respondents if the petitioner’s representation, seeking for transfer of patta in his name for the subject property is considered on merits and in accordance with law after hearing the objections of all the necessary parties whom the fourth respondent deems it fit to enquire within a time frame to be fixed by this Court. 5. This Court is not expressing any opinion on the merits of the petitioner’s representation. 6. For the foregoing reasons, this Court directs the newly impleaded fourth respondent to pass final orders on merits and in accordance with law on the petitioner’s representation dated 20.01.2025, seeking for transfer of patta in his name for the property morefully described in the prayer to this writ petition within a period of twelve weeks from the date of receipt of a copy of this order after hearing the objections of all the necessary parties whom the fourth respondent deems it fit to enquire. 7. Accordingly, this writ petition is disposed of.
