This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayers:- “a) Issue a writ of Mandamus or any other appropriate writ, order or direction directing Respondent No. 1/National Testing Agency (NTA) to retrieve, verify and authenticate the Petitioner's NEET-UG 2019 qualification records bearing Application No. 190411416299 and Roll No. 250110306 from its official database and to issue a certified verification/certificate containing the Petitioner's This is a digitally signed order. The Order is downloaded from the DHC Server on 29/08/2026 at 15:52:32 NEET UG result particulars; b) Issue a writ, order or direction directing the Respondents to accept the aforesaid verified/certified NEET-UG record, or in the alternative, the final judgment/order passed by this Hon'ble Court in the present writ petition, as valid and conclusive proof of the Petitioner's NEET-UG qualification in lieu of the physical NEET-UG scorecard for all purposes, including eligibility, registration and appearance in the Foreign Medical Graduate Examination (FMGE)/Screening Test December 2026 and all subsequent FMGE sessions; c) Issue a writ, order or direction directing Respondent No. 2/National Medical Commission (NMC) and Respondent No. 3/National Board of Examinations in Medical Sciences (NBEMS) to permit the Petitioner to register for and appear in the FMGE December 2026 session and all future FMGE sessions without insisting upon production of the physical NEET-UG scorecard, upon verification of the Petitioner's NEET-UG particulars by Respondent No. 1; d) Issue a writ, order or direction directing Respondent No. 2/National Medical Commission (NMC) to issue appropriate directions/circulars to all State Medical Councils/State Medical Boards to treat and accept the final judgment/order passed by this Hon'ble Court and/or the verified NEET-UG records issued by Respondent No. 1 pursuant thereto as valid proof of the Petitioner's NEET-UG qualification in lieu of the physical scorecard for all This is a digitally signed order. National Testing Agency & Ors.”, by directing the Respondents to treat the Petitioner's NEET-UG particulars verified from the official database of Respondent No. 1 as conclusive proof of his NEET qualification for all purposes relating to the FMGE and consequential registration;....” 2. For the reasons stated in the petition, issue notice. 3. Mr. Khanna, Ms. Narain, and Mr. Jaganathan, learned counsels accept notice on behalf of the respondent Nos. 1, 2, and 3 respectively. 4. Mr. Khanna, learned standing counsel for the respondent No. 1 states that the respondent No. 1/NTA is in the process of making a Standard Operating Procedure (“SOP”), wherein the candidates such as the petitioner will get their score cards from the Digi Locker platform. 5. For the said reasons, the present petition shall be treated as application and once the SOP is formalised, the score card shall be released to the petitioner. 6. It is expected that since the exams are scheduled in the month of December, 2026 the needful shall be done by 31.10.2026. 7. The petition is disposed of in the aforesaid terms.
