Heard learned counsel for the parties. 2. The instant writ application has been preferred by the petitioner for the following reliefs; 2026:JHHC:17239 2 A. The petitioner prays for issuance of appropriate and suitable direction commanding upon the respondents to grant concurrence to the appointment and regularization of the services of the petitioner as Lecturer for the want of which the petitioner is being deprived of his promotion under the Time Bound Promotion Scheme as well as the Career Advancement Scheme. B. The petitioner prays for issuance of appropriate and suitable direction commanding upon the respondents to consider and promote the Petitioner as 'Reader' from effective due date of eligibility in terms of the Time Bound Promotion Scheme as well as Career Advancement Scheme under which the petitioner has applied. C. The petitioner further prays for issuance of suitable and appropriate command or direction upon the respondents to allow the pay scale of the promoted post of Reader w.e.f. the effective due date of promotion and to consequently pay the entire arrears of difference of salary / benefits arising therefrom and to also recomputed the retrial dues of the Petitioner. 3. The grievance of the petitioner is that initially the petitioner was regularized pursuant to the S.C Agrawal Commission and also the order passed by the Hon’ble Apex Court and now when the question of promotion arose the respondents are asking for concurrence letter form the JPSC. 4. It has been contended by learned counsel for the petitioner that in the proforma which has been applied by the petitioner there is a column of concurrence which has been fully filled up; however, the respondent-University is sitting tight over the matter. Accordingly, a direction may be issued to the respondent-University to send the necessary recommendation to the respondent- 2026:JHHC:17239 3 Commission so that his grievance of promotion can be redressed. 5. Learned counsel for the respondent-JPSC submits that they have asked some query from the respondent- University and the moment the University will sent the same, the grievance of the petitioner will be deliberated. 6. Having regard to the aforesaid facts and circumstances of the case, the instant writ application, is hereby disposed of by directing the respondent-University to forward the rectified documents/asked for documents to the respondent- Commission within a period of six weeks from today and thereafter the respondent -Commission shall verify the records and pass an appropriate order with regard to the grievance of this petitioner within a further period of six weeks and subsequently the consequential benefit shall be extended to the petitioner. 7.
