1. State files a report furnished by the District Inspector of Schools, Primary Education, Purba Medinipur which is taken on record. 2. Affidavit of service filed on behalf of the petitioner is taken on record. 3. By the present writ petition, the petitioner seeks for direction upon the respondent authorities to make arrangements enabling the petitioner to obtain training qualification of Diploma in Elementary Education (in short, ‘D.El.Ed.’) upon considering the representations (annexures P-4 and P-5). 4. The petitioner contends that the petitioner joined as an Assistant Teacher at Islampur Primary/Junior Basic School under Debra East Circle, District Midnapore on 7th February, 2000. The service of the
petitioner was duly approved by the concerned authority. The petitioner repeatedly approached the authority for obtaining the D.El.Ed. qualification. However, the same is still pending consideration. Hence this writ petition. 5. Mr. Dinesh Pani, learned advocate appearing for the petitioner submits that a specific direction be issued upon the concerned authority, particularly, the West Bengal Board Primary Education for permitting the petitioner to take admission in D.El.Ed. Course for the session 2025-27. 6. Mr. Ratul Biswas, learned advocate appearing for the Board submits that the petitioner has not made any on-line application pursuant to the notification issued by the Board for admission to D.El.Ed. Course. Without complying the procedural requirement, the petitioner cannot seek relief. As such the prayers made in the writ petition is not tenable. 7. Similar submission is also advanced on behalf of the State-respondents. 8. Upon going through the materials placed before this Court, it is found that the D.El.Ed. Session for 2025-2027 has been notified by the West Bengal Board of Primary Education vide Notifications No.
1393 / WBBPE / D.El.Ed. / 2025 / 95P-00 / 25 dated 17th November, 2025 and 1424/ WBBPE/D.El.Ed./2025/95P-06/25 dated 11th 2
December, 2025. Thus, there cannot be any quarrel that the candidates, who were to take admissions, were duly notified to apply through on-line portal.
It cannot be disputed that the petitioner has not submitted any application as per requirement through on-line portal. In view of the above, the writ petition falls short of merit. 9. Accordingly, WPA 27817 of 2025 stands dismissed. 10. Since no affidavits have been called for, the allegations made in the writ petition are deemed to be not admitted. 11. Consequently, connected applications, if any, also stand disposed of. 12. Interim orders, if any, stand vacated. 13. There will be no order as to costs. 14. Urgent certified photostat copy of this order, if applied for, shall be given to the parties as expeditiously as possible on compliance of all necessary formalities. (Bivas Pattanayak, J.) 3
