1. This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayers :-
“a) Issue a writ of Mandamus directing the Respondent to accept the LOC submission of Class IX and XI students of the Petitioner school without imposition of late fee. b) Issue a writ of Certiorari quashing the demand of late fee of Rs.2000 per candidate imposed by the Respondent vide demand letter dated 18.02.2026. c) Direct the Respondent to process the registration of the students based on the LOC submitted by the Petitioner…”

The petitioner is aggrieved by the imposition of late fee of Rs. 2000 per candidate for submission of List of Candidates (“LOC”) in respect of students of classes IX and XI as per the respondent’s requirement of registration data notified vide circular dated 11.09.2025. 3. It is the case of the petitioner that the LOC was duly submitted on 16.10.2025 within the prescribed timeline. The respondent’s portal reflected 21.10.2025 as the last date for payment of registration fee and the petitioner accordingly made payments through NEFT. Amounts of Rs. 1,15,769 and Rs. 1,11,360 were paid as registration fee for students of class IX and XI respectively. However, the amounts were returned on account of technical reasons, following which the respondent imposed a late fee upon the petitioner. 4. Mr. Khanna, learned standing counsel for the respondent, on instructions, states that he has received an email from the respondent confirming that the petitioner will be permitted to register the students without imposition of late fee. 5.
In view of the aforesaid, the respondent shall permit registration of 268 students in Class IX and 348 students in Class XI without imposition of late fee. 6.
