2. At the very outset, learned counsel for the petitioner submits that the petitioner has an efficacious alternative remedy to approach the concerned Collector by way of filing an appeal under the Panchayat Raj Adhiniyam.
3. Learned State counsel concurs with the submissions advanced by
learned counsel for the petitioner.
4. Since the petitioner has an efficacious alternative remedy available under law, he is at liberty to approach the concerned authority for redressal of his grievance. The petitioner is directed to file an appeal before the concerned Collector within a period of 15 days from the date of receipt of a certified copy of this order.

5. It is made clear that the pendency of the present petition before this Court shall be taken into account for the purposes of limitation for filing the appeal before the concerned Collector.
6. With the aforesaid observations and directions, the instant writ petition stands disposed of.
