INDIRESH ORAL ORDER The grievance of petitioners in these writ petitions is with regard to cancellation of Bond executed by them to conduct - 4 - HC-KAR NC: 2026:KHC:12507 WP NO.155 OF 2024 C/W WP NO.20609 OF 2023 Rural Service after completion of the their Medical course as the execution of the same is violative of Article 14 of the Constitution of India. 2. Heard Sri. Vincent P.J., learned counsel appearing for petitioners and Smt. Sukanya Baliga B., learned Additional Government Advocate appearing for respondent No.1; Smt. Anuparna Bardoloi, learned counsel appearing for the respondent No.2; and Sri. P.N. Manamohan, learned counsel appearing for the respondent No.3 3. Having heard the learned counsel appearing for the parties, the same would indicate the petitioner in Writ Petition No.155 of 2024 has filed her representation to the respondent No.3, seeking cancellation of the Bond executed by her. Therefore, without expressing any opinion on merits of the case, the respondent No.3 is directed to consider the said representation dated 19th November, 2023 (Annexure-G) in accordance with law within an outer limit of three months from the date of receipt of this order. 4. Insofar as the petitioner in Writ Petition No.20609 of 2023 is concerned, the petitioner has filed her representation - 5 - HC-KAR NC: 2026:KHC:12507 WP NO.155 OF 2024 C/W WP NO.20609 OF 2023 to the respondent No.3, seeking release of her original certificates. In turn, the respondent No.3 vide communication dated 18th August, 2023 (Annexure-E) demanded the Bond Amount from the petitioner to release the original certificates. In this regard, on perusal of communication dated 18th August, 2023 (Annexure-E) would indicate that, the respondent No.3 had not given sufficient reasons for rejecting the representation made by the petitioner for releasing her original certificates. Therefore, the petitioner is permitted to make one more representation to the respondent No.3 within two weeks from the date of receipt of this order and the respondent No.3 shall consider the representation that may be made by the petitioner and take decision in the matter in accordance with law by providing reasons, within an outer limit of three months from the date of receipt of such representation.
