Secretary, Department of Women, Child Development & Social Security, Jharkhand, having its office at Project Bhawan, PO & PS Dhurwa, Ranchi, Jharkhand-834004 … … … Respondents --------- CORAM: HON’BLE THE CHIEF JUSTICE HON’BLE MR. JUSTICE RAJESH SHANKAR --------- For the Petitioner: Mr. Shailesh Poddar, Advocate Mr. Shashank Shekhar, Advocate Mr. Xenia Dhar, Advocate For the State: Mr. Piyush Chitresh, A.C. to A.G. --------- 03/Dated: 08.06.2026 1. Heard learned counsel for the parties. 2. By this purported Public Interest Litigation, the petitioner had sought for mainly the following two reliefs:- (a) For a direction upon the respondents to repair and restore the Anganwadi Centre Building and provide sanitation facilities at village Girja Tangratoli Block Palkot, District Gumla: (b) To ensure availability of clean drinking water to the residents of village Girja Tangratoli by repairing the existing dysfunctional water-pipeline and constructing other sources of clean drinking water. 2026:JHHC:16244-DB -2- 3. Insofar as the issue of water supply is concerned, the learned counsel for the petitioner admits that the respondents did construct the solar power water tanks to address this issue. He however points out that on account of rains and stormy weather, the solar plates have damaged and therefore, the supply through this tank is not “on”. 4. Since the solar tank was already provided and the same, according to the petitioner, is now vanished, we direct the Deputy Commissioner, Gumla to depute appropriate officers/Engineers who examine the tank and its functioning. If indeed, the tank is not functioning on account of damage to the solar panels or for any other reason, the Deputy Commissioner, Gumla must ensure necessary repairs are carried out and water supply through this tank is made functional at the earliest. This entire exercise would be completed within three months from today. 5. Insofar as the repairs to the Anganwadi Centre Building for providing of sanitation facilities therein is concerned, we grant the petitioner liberty to represent the Deputy Development Commissioner. If such representation is made, the Deputy Development Commissioner, Gumla must inspect the Anganwadi Centre Building at village Girja Tangratoli, Block Palkot, District Gumla and consider the issue of repairs and providing of sanitation within some reasonable period. 6. With the above directions and without going into the credentials of the petitioner on this occasion, we dispose of this W.P (PIL). No costs. (M.S. Sonak, C.J.) (Rajesh Shankar, J.)
