This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayers:- “a) issue a writ of mandamus or any other appropriate writ, order or direction, directing the Respondent No. l to forthwith restore the name of R.J. Institute of Higher Education, Choundhera, Bulandshahr (NCTE Institution Code: 661, NRCAPP-7307) in the Recognition List displayed on the official NCTE online portal, as the recognition of the Petitioner institution has never been withdrawn and no withdrawal order has ever been issued against the Petitioner; b) issue a writ of mandamus or any other appropriate writ, order or direction, directing the Respondent No.1 to forthwith include the name of R.J. Institute of Higher Education, Choundhera, Bulandshahr (NCTE Institution Code: 661, NRCAPP-7307) in the PAR Submission Portal and to allow This is a digitally signed order. The Order is downloaded from the DHC Server on 25/08/2026 at 12:35:55 the Petitioner institution to submit its Performance Appraisal Report (PAR) for all pending academic sessions; c) issue a writ, order or direction in the nature of certiorari or mandamus quashing/ setting aside the arbitrary and illegal removal of the Petitioner institution from the NCTE Recognition List and PAR Submission Portal, the same having been done without any withdrawal order, without any show cause notice and without any prior notice of any kind to the Petitioner institution; d) issue a writ, order or direction in the nature of mandamus directing the Respondent No.1 concerned to permit the Petitioner institution for functioning/ continuation of the B.Ed. course and to allow admissions for the Academic Session 2026-2027 peacefully; e) pass an ex-parte ad-interim order/ direction during the pendency of the present writ petition, directing Respondent No.1 to not take any adverse action against the Petitioner institution on account of its nonappearance in the Recognition List or on account of non-submission of PAR, and to maintain status quo with respect to the recognition and operational status of the Petitioner institution. ...” 2.
