1. Heard the learned counsel for the parties.
2. This public interest litigation petition raises concerns about deficiencies in industrial safety norms, fire safety norms and other related issues in respect of various industrial units situated in Bawana Industrial Area, Delhi.
3. Submission has been made that there are various statutory requirements which have been ignored by the industrial units and the Delhi State Industrial Development Corporation (hereinafter referred to as the
“DSIDC”) is under a statutory obligation to enforce such statutory requirements. There are certain allegations about violation of licensing This is a digitally signed order. conditions and terms of allotment of land to the industrial units situated in the said industrial area.
4. If we peruse the prayer clause, what we find is that the nature of prayer made is general and not specific.

Learned counsel for the petitioner states that for ensuring proper functioning of the industrial units in the said industrial area various agencies are involved and these agencies are not discharging their functions as a result of which the industrial units are causing pollution in the area and also the safety hazards because such units do not meet the safety standards. 6. Having regard to the grievances raised, we find it appropriate to require the petitioner to make an exhaustive representation giving specific details of violations, to the appropriate authority of DSIDC within a fortnight from today drawing the attention of the authorities of the said corporation about the deficiencies in the industrial units and non- compliances of the statutory provisions by them. Any other issue which has been raised in this petition may also be brought to the notice of the authorities of the DSIDC by the petitioner while making the representation under this Order. The said representation shall be attended to by the Corporation at the appropriate level and the necessary action which may be required to redress the grievances raised in this petition may also be taken. 7. It is also expected that in case any other agency is involved to redress the grievances which may raised in the representation to be made by the petitioner, the authorities of the corporation shall accordingly flag such issues to the agencies concerned. 8. The decision/action which may be taken on the representation of the petitioner to be made under this Order shall also be communicated to him. This is a digitally signed order. We also direct that the decision on the representation shall be taken at the appropriate level of the DSIDC, with expedition, say within a period of three months from the date such a representation is received. 9. We make it clear that we have not made any observations as to the merit of the claim of the petitioner. It is further directed that in case on decision of the representation to be preferred by the petitioner any action against any industrial unit or anyone else is proposed to be taken, such industrial unit or person shall be given appropriate opportunity of being heard. 10.
