1. Heard the learned Counsel for the Parties.
2. This intra court Appeal seeks to assail an interlocutory order dated 07.07.2026 (“Impugned Order”) passed by learned Single Judge in W.P.(C) No.8379/2026 (“Writ Petition”) instituted by the Respondent – Institution.
3. By the said Impugned Order, the learned Single Judge has only
directed the Appellant to generate and communicate the login credentials to permit the Respondent – Institution to submit their Annual Disclosure Report (“ADR”) for the purpose of starting the fresh batch.
4. The learned Single Judge has opined that in case the Writ Petition is dismissed after filing of the Counter Affidavit, the further process of the Respondent can always be restrained. The Impugned Order in the present Appeal, as already observed above, is interlocutory in nature and it has only permitted the Respondent – Institution to obtain the login credentials so that Respondent – Institution is able to submit their ADR for the purpose of permitting them to start the fresh batch.

It is always open to the Appellant to consider whatever information is submitted by the Respondent – Institution and take a decision whether or not the Respondent fulfils the requisite conditions for grant of such permission. In this view, we do not find any good ground to interfere with the Impugned
Order dated 07.07.2026 passed by learned Single Judge.
7. The Appeal as well as pending Application is thus dismissed.
8. Having regard to the overall facts and circumstances of the case, we request the learned Single Judge to expedite the proceedings of the Writ Petition and conclude the same with expedition, say within the period of two months, if possible.
9. For the said purpose, the Appellant shall file their Counter Affidavit in the proceedings of the Writ Petition within a period of ten days from date to which Rejoinder, if any, may be filed by the Respondent within ten days thereafter.
10. It will be open for the Parties to make an appropriate Application seeking preponement of the date fixed in the Writ Petition before the learned Single Judge.
