The petitioner has filed this petition seeking the following reliefs: “1. That, the Court may kindly be pleased to pass appropriate writ(s)/order(s) and direct respondent no. 01 and respondent no. 02 to make necessary arrangements and disbursal of funds to the petitioner so that his dues totaling to INR NIRMALA RAO 2 2,00,000/- can be cleared within a time frame fixed by this Hon'ble Court. That, the Court may kindly be pleased to pass appropriate writs(s)/order(s) and direct respondent no.01 and respondent no.02 to decide the representation dated 14.02.2022, 29.08.2023 and 06.01.2025. 3. The Court may kindly be pleased to pass appropriate writ(s)/order(s) and direct the respondents to take necessary steps to streamline the way for clearance of the petitioner's due and clear her dues within a time frame fixed by this Hon'ble Court. 4. Any other relief/direction that the Court may deem fits in the facts and circumstances of the case.” 2. It appears that a work was allotted to the petitioner and he completed it in the year 2020 but final bills submitted by the petitioner have not been honoured yet. Learned counsel for the petitioner would pray that a direction may be issued to the respondent authorities to release the outstanding amount. 3. On the other hand, learned counsel for the State would submit that the petitioner completed the allotted work in the year 2020 and has filed this petition at a belated stage in the year 2016. He would submit that on this ground alone, the petition deserves to be dismissed. 4. I have heard learned counsel for the parties and perused the documents present on record. 5. The petitioner has not placed on record the work order or completion certificate to demonstrate that the work was allotted to him and he completed it within the stipulated time. It is also informed by counsel for the petitioner that part payment was made in the year 2020 and the balance amount of the construction work has not been paid yet. The 3 petitioner has filed this petition in the year 2026 but failed to explain the delay part. There are disputed question of facts which require adjudication, therefore, in my opinion this petition is not maintainable and is hereby dismissed.
